The failure to find a method of learning, assessment and resourcing of language and literacy development for learners with processing needs.
When a person reads word by word they are not reading on the level of ideas. People can read the words but are unable to read with understanding. (metacognition)
Currently teachers have no assessment of metacognitive capabilty when reading. They have no plan...
or library for developing listening and speech.
Minister of Education, Ann Tolley. Minister Tolley says 1 in 5 people to go to school for 10+ years and are illiterate when they get out of school !
The problem is far worse !
7 out of 10 New Zealanders can not read fluently beyond a 10 year reading age !
